Yes, I know Romney has said he would, and he has said a lot of conflicting things, but let us look at the reality. Repealing the mandate would mean that insurance companies who he regards as needy people would lose out on customers that would be forced onto their system by the law. In other words the insurance companies would lose lots of money from this. Who feels companies deserve lots of money, and the rich guys should not have to pay their share? On top of that we already know that when the mandate issue was decided in MA under Romney's leadership he happily signed it into law.
We know Romney is a panderer whjo will say anything based on what he considers popular and who he is pandering at the moment to. Despite clearly claiming he was against mexican illegal immigrants he pretends he will make ways for mexicans to legally immigrate to this country when talking to hispanic groups. This is just one of his biggest areas where he blatantly panders and lies. Do you people really think Mitt is going to cut off billions of revenue from the insurance companies by allowing people to go without their products?
Mitt actually repealing the mandate does not fit within his actions of doing whatever he can to make money for the rich, and the rich are the insurance companies.
