They are the two states with standing in the courts in regards to the lawsuit over the wall. Some slow learners will go through the borderline anyhow. Give the slow learners an endoscope and proctoscope and see if they have any drugs to be found. That should work better than waterboarding but in this case it would be legal.

If sanctuary cities and states acted in a constitutional fashion the need for the wall would be minimal. But these rebels want to determine national security at the local level. We could have a civil war over that conduct but it is more humane to destroy them financially and that would be nearly as effective with much less bloodshed.
