You're confusing Iraq with Syria. If you were to read the whole article, it says that they have the possible ability to make SMALL amounts of chlorine and mustard gas, but in the case of this attack, they believe that the weapons were gotten from Syrian government stockpiles.
We never looked for WMD's in Syria, we only did that in Iraq. And, to be fair, we've known that Syria has had WMD's ever since last summer, when they attacked Aleppo with them.
