Why is the US Immigration Process so complex?

What is the actual complexity of this problem in the state?
How has the immigration procedure changed over time and what are the current steps to become a US Citizen? Furthermore, why can't the government figure out the problem and fix it? Nevermind your political or moral affiliation. Give me the facts.

I supposed a simple question would attract a plenty of worthy answers. Unfortunately, you failed.
Personally, i think the US is actually one of the easiest country to immigrate to, some country simply will not let you become a citizen, ever. No country will just let anyone in and there has to be a highly selective process in order to protect the interest of their own citizen workforce. is it true?
