Why is "Hate" used as a legal category?

I boggles my mind "hate" is a legal category. Its insubstantial and outside of what standards the law expects standards of proof. Its next to voodoo or placebo law. A crystal ball and fortune teller reading your palm and astrology will be the next standard of jurisprudence. The magic 8 ball says...

Democrats have this fixation on "hate". They hate TRUMP. They are absorbed with HATE, they hate America, they hate Heterosexuals and rationality and Christians. And that's good because they say SO. Explain that.

Because Democrats a a bunch of Trump-hating, anti-American, homosexual, irrational, heathens.

Of course they're going to hate everything and everyone who's not.
 
"Hate Crimes" have been around for quite some time now. It is one of many indicators showing how deranged and decrepit our legal system is.
