Probably the only actual thing he proposed that would lower medical costs was about reducing drug costs.

Well his HHS secretary is somewhat. Read to day they want to cut I believe it was the 340B or 320B drug program that let manufacturers sell drugs cheap to the hospitals but hospitals could charge the patient what they wanted. I know that don't make sense, but that is what the article says.

It was also written in the Medicare act of 2003, and Obama didn't and could have put it in obamacare, that drugs prices couldn't be negotiated. So here we are.
