Primarily because he panders to the MSM to get elected and part of that was painting the Liberation of Iraq as the "Invasion of Iraq" a BAD thing! Yes the MSM wanted hundreds of thousands of Iraqis to be killed by the terrorists. The MSM wanted the USA to be the loser and slink out of Iraq and Afghanistan.
For the MSM and their ilk it was political. Not practical.
Proof that it was NOT practical exists in Europe/Asia where today there are still approximately 65,000 are stationed in Europe; approximately 80,000 in East Asia and the Pacific region;
