It could be so they can recognize each other when they are operating. There is a quirk with black. computers have a hard time dealing with it. It is why some want to ban black containers on microwave dinners--the automatic sorters at the recycling centers have trouble recognizing them being there. Facial recognition struggles with black faces. Some electronic devices sensors are not as effective on black skin. Basically it is a contrast issue they haven't found a work-around for.

Seems likely that the design is done by White people .

Does that mean that other ethnicities are not yet advanced enough to have a good presence in development ?

Perhaps Black people design in White , unconsciously wanting to realise their secret dreams .
