It was created by the nations of Western Europe to offset the expansion of the Soviet Union into Eastern Europe. Having just gone through a World War a few years before, this time they decided to band together proactively to help stop the expansion of the Soviets into other European countries.

And if you look at a map, Turkey was an original member and is still a member. Most could consider that nation to be "Brown".
