The problem is far more than one obese, high-cholesterol, high-blood-pressure cigarette vendor who decided to fight the police who were enforcing the law.

(The law is, in fact, part of the problem.)

i haven't read much about this particular story yet, but...

one of the first things they teach you in CPR is if you see someone who appears to be choking you should ask 'can you speak? can you speak?'.

so if someone can say 'i can't breathe' then they actually can breathe...
