The apparent problem are the crazies, druggies, and/or the Leftists who are looking for nastier massacres to trigger gun control. The Second Amendment of the U.S. Constitution guarantees a "right of the people to keep and bear arms".
Now in 1787 there were no cars, and therefore no guarantee the "right of the people to keep and bear cars".

18 and 19 year olds are only considered "children" for this as it supposedly makes the point.
