After the temple was destroyed romans used the mount for a fort and temple to jupiter.

Part of the Temple mount built by Herod as a retaining wall for the Temple he had built. It is nothing to do with islam or the Romans, as I have seen Roman forts from the same period and they contain a lot of concrete.
