In the real world this is known as the federal bureaucracy. Trumpybear identifying them as the "Deep State" is truly Orwellian. Getting the press to parrot this was a victory for the Trumpybear.

Civil servants are supposed to work to enact the policies of whomever their President is- regardless of whether they support them or not. They are supposed to be loyal to the President as well. If President Trump gave a lawful order to take people off of food stamps, or to reduce the unemployment rate, the people in those departments were responsible to carry out the orders. Same with intelligence and foreign relations.

Civil servants are paid by the Taxpayers of the United States not Donald Trump. Their loyalty should be with the Constitution and laws of this country. Trump does not get to make up laws nor should they be followed. Our intelligence agencies have a duty to follow leads no matter where they go. Diplomats should be coming forward and making the proper authorities aware of a President trying to cover things up. Congress is one of those authorities as they are given the power of oversight over the Executive branch.
