Trump has been fighting the deep state

Otherwise known as the lifelong public servants who serve under both Democrat and Republican Administrations, faithfully carrying out the normal functions of Government. In the real world this is known as the federal bureaucracy. Trumpybear identifying them as the "Deep State" is truly Orwellian. Getting the press to parrot this was a victory for the Trumpybear.

Civil servants are supposed to work to enact the policies of whomever their President is- regardless of whether they support them or not. They are supposed to be loyal to the President as well. If President Trump gave a lawful order to take people off of food stamps, or to reduce the unemployment rate, the people in those departments were responsible to carry out the orders. Same with intelligence and foreign relations.

The President is not above the law and civil servants, at least in this country, do not swear a fealty oath to him, but to the Constitution.
