Is there a government on earth that has the people's best interest? Yeah?

Who?

Not true.
If you can spread a disease, you are not "asymptomatic", as spreading a disease IS a symptom.
Typhoid Mary was not asymptomatic.
She just had the infection confined to her gallbladder, but she was definitely symptomatic and consistently tested positive in urine and fecal matter.

Asymptomatic means your immune system is so well prepared that the disease can not made enough reproduction for the person to feel symptoms or be infectious.
They will not even test positive with a sinus swab test.
The only way you can tell they were infected is by the high antibody count.
If you test positive, you are NOT asymptomatic.
