I always hated the clever naming of acts to either disguise what the plan actually is, and/or create an environment where lawmakers will receive unwarranted public pressure to support said act; Horeseshit contrived acronyms such as "PATRIOT" being the prime example, but far from the only example.
I will also get rich selling T-shirts that have the Fatherland Security logo on the front, and the expression, "IF YOU AREN'T DOING ANYTHING WRONG, YOU HAVE NOTHING TO WORRY ABOUT FROM THE POLICE" in big letters on the back.

A great deal has changed since the 60s and 70s and it's happened so gradually that most who are old enough to have seen the changes take place -- didn't. And those who aren't old enough to recognize the difference simply can't remember when it felt different to live in America.Martial Law? Covering the entire nation? Over a localized terrorist attack, even a massive one like 9-11? I don't think so. Civil unrest? Again I see a possiblity of a local area being placed under temporary martial law, like the Detroit Riot of 1967 (the military was called in but the area was not under martial law). If the Vietnam protesters in the 60 and 70's didn't warrant martial law I don't see anything on the horizon that would.

And isn't it often very difficult to truly KNOW how the effects of a bill will play, out, too?
Especially when bills are often riddled with referenced to other bills, that are themselves riddled with referencing to other bills, etc. etc.
One needs to study those bills with a complete set of US statuetes to really even begin to understand what the bill is (but often isn't, really) saying.
So most of us, myself included, depend on organizations with the resources to study those bills in depth to understand their purpose and probably outcomes.
And who you TRUST will dictate what you believe the bill contains, too.
It ain't easy to be a well infromed citizen, folks.
