What could this be attributed to?

One thing is certain - this cannot be attributed to slavery/racism/etc.
In 1960, just 22% of black children were raised in single-parent families. Fifty years later, more than 70% of black children were raised in single-parent families.
1960 was less than 100 years removed from slavery. And the Civil Rights Act hadn't even been passed yet. We are now roughly 160 years removed from slavery and about 50 years after the Civil Rights Act.

70% is an astounding number. I would go so far as to call it an epidemic. And if slavery/racism were the cause of this, it would have been worse in 1960. Not exponentially better back then. What is causing the black community to spiral out of control?

The author concludes it is the "Welfare State". I'm apt to agree with him.

The Black Family Is Struggling, and It’s Not Because of Slavery

Or, put another way:

When are Black Men going to learn how to help raise their own children?

When the Federal Government quits paying them for not learning.

Of course it can, to varying degrees. There is a culture of failure and immorality that exists precisely because we relegated black people to second class citizen status. This happened over time.

Then why wasn't the problem worse in 1960 - which was prior to the Civil Rights Act and much closer to the era of slavery? That "culture of failure and immorality" was exponentially worse in that era.

Because it had not had so long to fester. And there certainly were a lot fewer black people. So it grew in size as well. And we took our old money and fled to the burbs. Then treated them like shit some more. All the while, this anti-culture of failure and immorality (a hopeless one, not the hopeful one of 1960) is slowly bubbling. And now there is this cultural ethos -- I would call it evil -- in place that people are just born right into. We're going to have to target the kids to fix it, if we ever give a shit about fixing it.

And what happens to the kid?

After half a century of the War on Poverty, the Great Society, Affirmative Action....with massive sums thrown at the problem...and blacks worse off than ever, particularly in the rotting cities of the North run by Democrats for at least 40 years....its time to try something different...to introduce personal responsibility, self reliance, a work ethic and the other virtues which made this country the greatest in the human experience.

Black Men are welcome to join in and give it a try...but the rest of America needs just a little help----Learn to help raise your own children.

Perhaps the black community, after being constantly told that they couldn't make it on their own by liberals and educators, started to believe that and gave up any hope of improving on their own. One product of this education is the rise of single parent families. In order to get more welfare in many states you just need to pop out another baby and not have a husband. There are many blacks that don't buy into the left propaganda and are easily recognizable as successful members of society. The left says those folks aren't black enough.

Because we did it wrong. And now they're doing it wrong, too. So, throw our hands up and say, "Oh well!". You know it would get worse, right?
