One thing is certain - this cannot be attributed to slavery/racism/etc.
70% is an astounding number. I would go so far as to call it an epidemic. And if slavery/racism were the cause of this, it would have been worse in 1960. Not exponentially better back then. What is causing the black community to spiral out of control?
The author concludes it is the "Welfare State". I'm apt to agree with him.

1960 was less than 100 years removed from slavery. And the Civil Rights Act hadn't even been passed yet. We are now roughly 160 years removed from slavery and about 50 years after the Civil Rights Act.In 1960, just 22% of black children were raised in single-parent families. Fifty years later, more than 70% of black children were raised in single-parent families.
