No, he didn't, but then you know that. What he called for, and what he tried to implement, and was illegally blocked by the courts, was a ban on immigration from certain countries known to be infested with violent terrorists. By law, the power to impose such a ban is explicitly assigned to the President, and the courts acted illegally by opposing his exercise of this power.

Nothing to do with legitimate U.S. citizens being prevented from running for public office, which, as far as I know, there's no evidence that he ever tried to prohibit. In fact, it would be illegal to prohibit anyone from public office on the basis of religion, per Article VI, Section 3 of the Constitution.
