The batteries internal circuits breakdown and short out and there is literally nothing you can do to stop the fire while water makes it worse. Even foam will not confine a lithium fire.
In order to stop the cascade fire failure you must break apart the batteries. Real hard to do when they are blowing up and burning...

Fire fighters will surround and drown these cars. If you get hit with the full 130 volts DC @ 700 amps, it can kill you. About the same effect as putting keys into a 120VAC outlet.. but melts the item rather than blow it apart.. You are correct.. A Joule is 1 amp at 1 volt for 1 second. Most defibrillators use between 250 volts at 1 amp for 1 second and 350 volts at 1 one amp for on second. It takes very little amperage to disrupt the human nervous system.0.1 amps can kill you.
