If I'm reading the story correctly, they are 'laying off' higher management and hiring low to middle management? Seems the well run companies know how to tighten the belt?

Kmart is laying people off also or I should say Sears Holding Company.

So much for the government saving jobs.
So they're cutting 700 to 800 jobs out of about 30,000 employees (~2.5%) and they'll be adding thousands of jobs at Wal-Mart and Sam's Club stores this year. Congress just gave themselves a pay raise. Interesting stuff.
That's why I had a as my comment. It's nice when a company actually knows how to handle hard times.
in order to get the second half of their bailout they have to restructure. it sucks for the people that will get laid off.
Oh, they're saving union jobs, of course. They paid, afterall, a good chunk of Obama's campaign.
