Hugo Chavez' daughter is the richest person in Venezuela. I'd say the socialism scheme worked great for Chavez and family, Maduro and other political elites.
Hillary had hoped to do the same here.

some of these countries have not advanced as much like Europe, US, etc
...they have major corruption/flawed doctrines ...no or flawed doctrines/quality assurance/etc programs
...they are not 1st world countries obviously
