The Fed instead bailed them out with excess reserves that they don't even lend and they got their houses back! Here is how the Fed, using the banks, caused trillions of dollars to be transferred from the middle class to the wealthy. An entitlement could be cut or eliminated at any time. Your Social Security isn't guaranteed.

Then where will the capital come from?

Where did it come from when the United States was struggling to be a nation? They printed script notes and regulated it as a medium of exchange and there was no interest attached to each and every script note created. This isn't fucking rocket science.
