US seen awarding Israel largest ever aid package - Globes

US Senate Foreign Relations Committee is currently discussing a bill to give Israel one of the most generous aid packages it has ever received: The United States-Israel Enhanced Security Cooperation Act of 2012. If the bill is passed, as it almost certainly will be, Israel will receive, among other things, refueling aircraft and "special" munitions; it will have access to pictures from US spy satellites; and the administration will open US air space for Israel Air Force exercises. Washington will also extend the US loan guarantees to Israel until 2015, "Defense News" reports in its latest edition.
An almost identical bill has already been passed by the House of Representatives. The bill, described as unprecedented in its scope by "Defense News", reflects the bipartisan support for Israel in both houses of the US Congress, and this support is growing as the November US presidential elections approach.

A pro-Israeli source told "Globes" yesterday that the new legislative initiative should be seen against the background of the agreement with Iran expected to be reached by the US and other countries on curbing Iran's nuclear arms project. "This bill has received the blessing of the Obama administration, which sees it as a conciliatory gesture towards Israel in advance of the agreement with Iran, about which Israel has already begun to express reservations," the source said. He said that the military elements of the bill had been discussed in the meeting between Israel's minister of defense, Ehud Barak and his US counterpart Leon Panetta in Washington last week.

The new bill is in addition to the $1 billion for the missile defense system Israel is developing with the US, the $3.1 billion in regular annual military aid (both amounts for the 2013 fiscal year), and $70 million for procurement of Iron Dome rocket interception batteries (for the 2012 fiscal year).

Various versions of the bill before the Senate include sections stating that the policy of the US is to support Israel's right of self-defense and to veto any one-sided anti-Israeli resolutions in the UN Security Council. They also mention support of Israel in efforts to reach a resolution, based on negotiations, of its conflict with the Palestinians, and encouragement of Israel's neighbors to recognize Israel as a Jewish state. None mentions the longstanding opposition of the US to expansion of Jewish settlement on the West Bank and in East Jerusalem.

* “The United States and Israel announced in 2010 that Israel will purchase 19 F-35s, the fifth generation stealth aircraft considered to be the most technologically advanced fighter jet ever made, at a cost of $2.75 billion. They will be paid for entirely using FMF grants…. As part of the F-35 deal, the United States agreed to make reciprocal purchases of equipment from Israel’s defense industries estimated at $4 billion.”
* In 2012 Israel’s portion of the total FMF account of the U.S. was 60%. Sixteen separate annual FMF grants to Israel represent 18-22% of the overall Israeli defense budget.
* The value of the U.S. materiel stored in Israel increased to $800 million in 2010 and is expected to rise to $1.2 billion. By agreement, Israel may ask for permission to use these arms and equipment, and the country drew on these reserves in its 2006 conflict with Hezbollah.
* “Over the past several years, the United States has sold Israel several variants of smart, ‘bunkerbuster’ bombs that could be used to strike buried targets, including the GBU-28 Hard Target Penetrator, a 5,000 pound-class smart bomb that can penetrate up to 20 feet of concrete.”
* In non-military aid, between 1973 and 1991, the United States gave $460 million for resettling Jewish refugees in Israel. Annually, this figure has been between $12 million and $80 million.

CBS pulls down billboards calling for end to US aid to Israel

Two weeks back we reported on 23 billboards being put up in the Los Angeles area calling for an end to aid to Israel. The ads have been torn down by the billboard operator, CBS Outdoor, which is part of CBS, the media giant. The Stop $30 Billion organization sent out this email:

On June 11 the Coalition to Stop $30 Billion to Israel had 23 billboards erected in Los Angeles and surrounding cities with the message "Tell Congress: Spend our Money at Home, Not on the Israeli Military" over an American flag background. The billboards were contracted to run for four weeks, and we were preparing to put more up in other spots around the city. We were thrilled. L.A. had never seen a campaign of this size devoted to this issue. That win fell apart just one week later when the billboard company--CBS Outdoor, a subsidiary of CBS Corporation-- took all our billboards down.

They sent a curt email telling us they were canceling our contract and refunding our money because "your organization has used the ‘CBS Outdoor’ name without permission" in email messages and in our petition thanking CBS for putting up the billboards in the first place. Needless to say, this was a punch in the stomach.
