In this case, the State laws are not in conflict with the US Constitution. It's not the law itself, it's the stupid wording of it. And that wording has to be changed before it can pass legal muster. The US Executive Branch doesn't have a thing to do with it. The DC law wasn't completely overturned. You really need to read the Heller V DC ruling that's on file with the Congress library. This was the first time the word "Reasonable" was interjected into the Gun Regulation language and it's been used by many Federal Judges since successfully.

And the VA bill isn't a law. It's a proposal. It hasn't made the grade for a bill or a law yet. They still have time to rewrite it in accordance with the Federal Court Rulings. When they do, what are you going to then? You going to go storming to VA with your illegal weapon and storm the capital?
