At the danger of sounding conspiritorial, I'll venture that it has more to do, that old blood has ideas that Trump doesn't like and he's trying to get at least some of those people transferred as far out of Washington and sight as he can manage.At the cost of losing the pool, they have now. The question was, what does it hurt. I answered that. My question is why do it in the first place?
A new pool is not a bad thing, new blood, new ideas, fresh thinking. Not to mention I bet most move, I know a lot of USDA folks and most of the ones in DC are there because they have to be, not because they want to be.
Why do it, it saves the government money in both rent and salaries. The locality pay for DC is 13 percentage points higher than KC, so the USDA saves 13% on every paycheck.
I would give you a 100 bucks if you could prove Trump even knows what the hell the ERS is or what they do. I think you are giving Trump far too much credit.
The ERS is almost exclusively economist and a few statisticians. They provide data and analysis of said data. They do not make policy in any way shape or form.
