The law doesn't say "classified" information because that didn't really exist when the espionage act was written in 1917.

But, when someone gets in trouble for mishandling classified information, they're actually charged for mishandling national defense information. That's because national defense information and classified information are generally speaking the same thing.

You posted one excerpt from the Hur report, but ignored the larger context. Now you are running away from that fact.

and your article is also wrong, there weren't a "handful of classified documents" in Xiden's garage....the DOJ found tons of them, all over the place, in his home, garage, office in DC, and were all taken willfully, and disclosed willfully.
