As President, Trump has constitutional authority and a book full of immigration laws on the books that he is obligated to enforce to use to close the border on Day 1. I suspect he will soon have the Mexican government stopping the caravans at their southern border as well.

He is CEO of the institutional government and as such can order the Energy Dept. and EPA to allow exploration, drilling, expansion of refining facilities etc. as he did before.

He doesn't need the Senate for anything other than to pass funding to complete the wall.
