My first question would be how many shell companies nurtured by NATO is Clark a part of? How much of that NATO money gets siphoned off into his bank account?
 
Each NATO country pays a minimum percentage of their annual budget to defense. The US simply exceeds the minimum percentage required under the treaty. The US paying far more than they are required to as a member of NATO isn't the same as other member nations not paying their fair share.
As I understand it most of them don't meet the minimum 2 percent standard.

Regional spending such as the money they paid towards mutual defense to the EU also counts towards The minimum spending requirement set under NATO. How long does Defense spending that is at the Is local level. For example, State spending on the national guard technically counts towards the united states' Nato quota.
