It makes an untrue statement. Everyone sees it and screams outrage at the target. Then the Left gets called on it, and "apologizes" with as much subtlety as possible.

It's actually meant to depict a powerful, compassionate man taking the time to smile at a frightened little girl desperately crying because her mother took her from her daddy, her brothers and sisters and the only home she's ever known, carted her miles across dangerous territory, paid thousands to a 'guide' to help her break US law and has already been deported once...if I had such a mother I'd cry too. She's appealing to President Trump to make her mommy take her back home.

And in America President Trump can make it happen - nor will it cost Mom thousands of dollars - we'll do it for free.
