There's NO such thing as "Institutional Racism", it's just a default word blacks/leftists can use on ALL whites who are Not Racists instead of acknowledging the Elephant-in-the-Room.... black genetic issues: mainly Low IQ on avg.
There is in fact, "Institutional Affirmative Action", in Social/Poverty Spending, College Admissions, Hiring Quotas, etc, etc.

And I find it very interesting that you understand the concept of "institutional" when it comes to affirmative action which is race neutral yet apparently can't put 2 and 2 together when it comes to legislation that specifically elevates the rights of whites over blacks or specifically restricts the rights of blacks while giving whites a pass

How is that possible, that you can see one situation as institutional which is not race based yet cannot see the other as institutional when it's specifically race based?
