That other member has only an opinion that leads him/her to make an claim. S/he doesn't actually have an argument, let alone a sound one. To wit, a teacher in almost all instances has at least a baccalaureate degree, which last I checked, is only obtained from institutions of higher learning. In 2015, nearly 1 in 3 adults (33 percent) held a bachelor’s or higher degree. Achieving an educational level that 2/3rds of the population does not achieve most certainly counts as a "high degree of educational attainment." That there are higher levels of educational attainment doesn't make a baccalaureate degree be not high too.

Aside:

Though not probative in determining whether or not a baccalaureate degree is a "high degree of educational attainment," it's worth noting that that a bachelor's degree is the highest level of educational attainment our current POTUS has, and despite his claims to the contrary I doubt he was among the best performers in doing so.

Why? Because one characteristic of top performers at academic learning is that they analyze and master new information more quickly than their peers, and it's clear that Trump is not quick study. For example, a typical "top of the class" undergraduate will have in 100 days mastered about 2/3rds to 3/4ths of the content of five to six classes/subjects, reading and taking notes on and performing exercises pertaining to a couple to three hundred pages of material everyday (seven days a week) in order to do so. Moreover, it's doubtful that he was anything more -- figuratively or literally -- than a "gentleman's C" student (not uncommon for young men of his time and social class) for even as he has a bachelor's degree in economics he proposes policies that do not avail themselves of or align with the most basic and well founded principles of economics, something that does not at all suggest the man was good at learning. The comments that have come from WH staffers about having to "dumb down" the presentations and reports that are provided to him suggests the same.
