Ukraine is the world center of child trafficking. When Putin invaded Ukraine he announced to the world he was going after Nazis. He is also removing children from the country and getting them safe homes in Russia to protect them from being trafficked.

That would explain why those children were given Russian citizenship. They're probably safer in Russia than being trafficked to God knows where or who.
