Why is taking pictures suspicious in any way? Did someone forget the 1st Amendment again?

I think the poster was probably not the best way to get the message across. If you're in a public area taking pictures, then there should be no issue. If you attempt to get into an area that is not open to the public, then there's an issue. However, the big question comes up when you are standing on the public side but taking pictures of whatever activity is going on in the area not open to the public. Sinister motives? who knows. However, it makes sense to report that sort of activity to the local authorities so that they can make the determination. I think that's what the intended message was all about.

Experienced the same thing with military airfields. If you're in the US and take pictures of what's going on at the tarmac, the military police will confront you and at worst escort you off the military installation. If you're overseas and are taking pictures, it will probably be some grunt. The difference is that the grunt doesn't stop to advise you of your rights or any of that chickenshit nonsense. They're going to remove you from the area and take you to wherever it is they were told to take you. That's when the spooks from the intel side of the house get involved, film or memory disks get confiscated and the whole thing becomes very academic. Other nations understand this and go through the motions of initiating diplomatic protests, blah, blah, blah.

I look at this as fair warning to those of you who would wear hoodies, stand close to the fence at a US airport and aim cameras towards the tarmac. If you want to martyr yourselves to prove a constitutional point, go right ahead. Your rights are not going to be violated, but you will be questioned in accordance with police procedures that are guided by those constitutional rights. Just be glad that you didn't do it at a US military installation overseas.
