Yes, it does. This version is muted because of the four-letter-words but I saw another version (requiring age restriction) where you can actually hear the "swoosh!" I have been to India & Pakistan where the police (and civilians in certain positions such as banks and restaurants) do publically punish citizens with the very same sort of stick. I actually witnessed a waiter in one of the 'Quality Restaurants' (where I was eating) who got thrashed with such a stick across the back of his legs while he had to stand there and take it. They also pulled his mustache so violently that it jerked his head from side to side. Too bad I don't understand Hindi to know what it was about. It is no coincidence that these guys in the video have such a stick behind the counter. It's standard equipment!
