Northwest Ordinance
July 13, 1787 Northwest Ordinance passed by Congress on this day. All territory north-west of the Ohio River was reserved for the creation of 3-5 states (actually Ohio, Indiana, Illinois, Michigan and Wisconsin). Excluded slavery from the territories. Insured westward expansion of US, providing the frontier and opportunities that represent the hallmark of America.
BTW, it was the loss of frontier sometime later that served as one to the reasons for the Progressive movement.
Here is one section of the ordinace:
Article III
Religion, morality, and knowledge being necessary to good government and the happiness of mankind, schools and the means of education shall forever be encouraged. The utmost good faith shall always be observed towards the Indians; their lands and property shall never be taken from them without their consent; and in their property, rights, and liberty they never shall be invaded or disturbed unless in just and lawful war authorized by Congress; but laws founded in justice and humanity shall, from time to time, be made, for preventing wrongs being done to them, and for preserving peace and friendship with them.

This was, of course, prior to the the accession of the labor unions and modern liberals. Could that first sentence be used today?
