Yep, the British were a serious then. This is the problem when you recruit from The Old Boys Club of so-called "elite" schools, you get lazy and entitled which ensures incompetence and disloyalty.
 
The CIA was well established by the 50's even though the FBI was still under the impression that it was the anti-espionage intelligence agency. Together they couldn't find a spy in a phone booth.
