Where did they mention ... Jewish state?
And, the whole point is that a national home for Europeans in Palestine ran contrary to Article 22 of the Covenant of the League of Nations.
"ARTICLE 22.
To those colonies and territories which as a consequence of the late war have ceased to be under the sovereignty of the States which formerly governed them and which are inhabited by peoples not yet able to stand by themselves under the strenuous conditions of the modern world, there should be applied the principle that the well-being and development of such peoples form a sacred trust of civilisation and that securities for the performance of this trust should be embodied in this Covenant."
The Zionists inhabited Europe, not Palestine.
That is true and they all became Palestinian citizens."...inhabited by peoples", monte, not inhabited by Arab Muslim and Christian peoples. The term in the Covenant is inclusive of all peoples, and yep, you guessed it, that would include the Jewish peoples who were also inhabitants of the land.
Define immigrant. There is nothing in Article 22 which prohibits immigration.

The Mandate expressly says that it fulfills Article 22 AND also fulfills the obligation to re-constitute a Jewish National Homeland, based on the Jewish peoples existing rights in that land. Right there in the preamble.
There is nothing in Article 22 which prohibits immigration.
90% of the inhabitants were Muslims and Christians when the Covenant was signed by the parties.
He did state that San Remo/LoN/Mandate created or authorized Israel. That is a false assumption. He then basses the remainder of his talk on that false assumption.
You have never produced even a single shred of evidence that this is a false assumption.
Mandate for Palestine:
Whereas the Principal Allied Powers have agreed, for the purpose of giving effect to the provisions of Article 22 of the Covenant of the League of Nations, ... within such boundaries as may be fixed by them; and ... have also agreed that the Mandatory should be responsible for putting into effect the ... establishment in Palestine of a national home for the Jewish people ... Whereas recognition has thereby been given to the historical connection of the Jewish people with Palestine and to the grounds for reconstituting their national home in that country; ... The Mandatory shall be responsible for placing the country under such political, administrative and economic conditions as will secure the establishment of the Jewish national home, ... and the development of self-governing institutions ... Jewish agency shall be recognised as a public body ...in such economic, social and other matters as may affect the establishment of the Jewish national home and the interests of the Jewish population in Palestine ... in the development of the country. The Zionist organization ... shall be recognised as such agency. It shall take steps ... to secure the co-operation of all Jews who are willing to assist in the establishment of the Jewish national home. ... The Administration of Palestine, ... shall facilitate Jewish immigration under suitable conditions and shall encourage, ... close settlement by Jews on the land, including State lands and waste lands not required for public purposes. ...The Administration of Palestine shall be responsible for enacting a nationality law. ... to facilitate the acquisition of Palestinian citizenship by Jews who take up their permanent residence in Palestine.
