According the Pentagon, that has released a copy of a leaflet that was dropped over ISIS’s de facto capital in Syria earlier this month.
The leaflet drop is part of the U.S. military’s psychological operations to show potential ISIS recruits that they are part of a losing effort.
Some 60,000 of the leaflets were dropped over Ar Raqqa, Syria early on the morning of March 16, officials said.

We'll ask the Arabs to supply em. Then do a PSA in countries where people are leaving for the middle east to join up. Put em at bus stops, train stations, airports - before you go consider...Kind of ads.

The problem for the fat asses in the Pentagon as well as the "intelligence agencies" is that they are self sustaining bureaucrats. They rely on twenty or thirty year old assumptions about the enemy and sometimes even racist based fiction and consistently underestimate the enemy. FDR did it during WW2 when the general theory the pre-war U.S. held of the Japanese was that they were ignorant pushovers. The ISIS people have freaking cell phones. They make professional looking you tube videos showing executions. Does anybody in their right mind actually think these hard core hate America fanatics are going to fall for a propaganda cartoon?
