On that list Kansas sit way higher at #6 with only 28% funded, compared to #37, 39% funded Cali.
Fair points, but even only funded at 28%, we still owe less per capita. That includes the remaining 72% to fully fund it. California residents owe $7000 more per capita to fully fund theirs.

Oh yea? Can you perhaps explain what comprehension skills are required to find 2015 deficit numbers in an article from 2013?
