In the US we have three branches of government with checks an balances, and a representative democracy where the people elect legislatures who in theory pass laws which their constituents favor.

So, let me explain it simply....

-The 2nd Amendment guarantees the inalienable right to keep and bear arms.
-The three branches of government decide which arms are reasonable to keep an bear.

The allowed arms may change over time. It currently includes semi-automatic weapons, and even fully-automatic ones with extra restrictions. Who knows, in the future it might include machine guns. It's probably unlikely that it would include RPGs or nuclear weapons.

The right is only granted to law-abiding citizens. Convicted felons may not possess a firearm even in their own homes.
