Actually the First Amendment is very much about the government...

"Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances."​

The intent of the 14th Amendment was to then make the first 8 Amendments of the Constitution applicable to lower government entities because prior to that time it applied only to the federal government.

The First Amendment is not applicable to private individuals acting in a private capacity (to differentiate between individuals acting in an official capacity as an agent of the government).
