It also comes as no surprise that most on the fearful, wrongheaded, reactionary right perceive culture as 'dying' only when their political opposition is in power; when fellow wrongheaded reactionaries are in power culture has made some sort of 'miraculous recovery' and isn't 'dying' anymore.

No rational person on either side of the political divide doubts or denies America's decline over the past 5 or 6 decades, just as no rational person believes the end is near or the trend irreversible.

We seem locked in a progressive race to make eveything equal and give everyone a trophy. It is a race to the bottom in which smart, driven people achieve and everyone else is relegated to 3rd class. Work ethic and sense of individual responsibility have both taken a back seat, making political pandering to society's losers a priority among some elected officials.

INEPTOCRACY - (Noun) a system of government where the least capable to lead are elected by the least capable of producing and where the members of society least likely to sustain themselves or even try are rewarded - in exchange for their votes - with goods and services paid for by the confiscated wealth of a diminishing number of producers.
 
One of the problems with the OP is that it didn't provide a link. When I did a Google Search, turns up it's a document in THE CLINTON LIBRARY and doesn't show a date.

That would've immediately made it suspect in my eyes.

However, there is a thread of truth in it about societies decaying and at what stage it happens.

To sum it up - when individual freedoms are threatened and then reduced, civilizations tend to run down and eventually break up.

It's happened with every great civilization throughout history.
