what the fuck. this proves what i've always thought: there should only be one Dakota!

Take a step back. The OBLIGATION TO PAY THE TAXES IN QUESTION is not in dispute. The fact that the State is losing millions in tax revenues is not in dispute.

But people in the state (consumers) evade the taxes, simply because THEY CAN.

All we are talking about here is establishing the best formula to force PEOPLE to pay the taxes that they are already obliged to pay.

That is NOT raising taxes.
