The blame lies with Cheney and Bush. The photos should be released, asap, then we can decide if they represent criminal acts or not. President Obama wishes to protect our soldiers, but the failure to show what actually happened protects either the miscreants that did the torture, or, if the torture did not actually happen, then those that lied about that. Release all of the photos. Let the chips fall where they may.
Of course, if the photos show actual torture, then we have a legal problem with those that ordered the torture.
