I heard the story second hand.
I guess 60 Minutes played a story and said they installed 30 million dollars worth of fiber optics around the stock market.
when people buy stocks a signal is sent which raises the price of the stock by a few cents.
so some guy from Canada realized what was happening and opened a firm , he installed a 60 mile cable coil that puts the signal in a delay,so when you buy a stock the price isn't jacked up
