Should Kim Davis been given a marriage license for her 2nd, 3rd or 4th marriage?

Many religions feel you marry for life, divorce is not allowed. Any relationship other than your first husband or wife would be considered adultery. 10 commandments "Thou shall not commit adultery.
Would a clerk be ok to have refused Kim Davis a marriage license for her 2nd, 3rd or 4th marriage?
Would a doctor be ok to refuse to deliver her babies because it was conceived in sin, adultery.
