It is neither Barr's nor Mueller's job to exonerate Trump. That is the job of a jury of his peers.

Since there is no indictment, no charge and no trial, no exoneration is necessary. There is nothing to exonerate.

This report was completed without the possibility of cross examination. It is a prosecutor making his best case to a jury without the defense being able to present their case. Even at that, there was no need for a defense because Mueller brought no charges. Even Mueller's obstruction case is inconclusive. Remember, we were told no reasonable prosecutor would charge Clinton after setting up a secret server, deleting 33,000 e-mails under subpoena, using bleachbit on her server and destroying her mobile devices with a hammer. Not to mention, any obstruction, if so charged, would be based on obstructing a crime that the President did not commit. You better have a total bi-partisan support for attempting a coup like that.

the constitution lays out the impeachment process, but doesn't say specifically that a prez can't be indicted on criminal charges. it's DOJ policy to leave it up to congress, but it's not a 'law'.
