The reason why there are 15k murders per year FBI crime statistics show a rise in non-violent crime each year is because of judges and prosecutors who think like you.

The UK only has a recidivism rate of 50%. That's pretty impressive, given the fact they only lock up 78,000 compared to our 2 million. Japan it is 46%. They lock up less than 70,000. (Oddly, Japan has seen an increase in crime amongst elderly people.)

Rehab is born out of fear. Fear that those in prison will riot and kill if they are not given cable tv, workout gyms, law libraries and other frills.
Now, many people who've done time have indeed earned their GED's. Some college credits.
However, they are the exception not the rule.
So why should we fret over criminals who are damned likely to repeat their offenses and return to prison over and again.
All because instead of punishing criminals, we coddle them.
I think prison should be such a frightening place that no one would want to go there. The ultimate deterrent in crime is to insure that if one is caught and convicted, they will be going to a hellish place. Where all but basic human comforts are denied. Where all rights except to life and a few dignities is stripped away.

Plus, the possibility that these other countries are simply more civilized is the reason for lower crime rates.
