Seamless Relocation of the Capital Markets?

SALT cannot affect NASDAQ but most of the other Capital markets can be affected. The commodities Exchanges in IL had multiple fall back locations prior to the passage of SALT. With the second round of tax flight about seven months away why am I not hearing about fall back positions for other capital markets currently in greater NY?

The obvious answer is that neither SALT nor this imagined "tax flight" is moving the needle in the slightest.

They are a full, complete and total non-issue.
