When I lived there late-70s, downtown was a shithole. Horton Park - now Horton Plaza - was a hang out for homeless, drunks. The surrounding buildings were run down - there were strip joints, bars, tattoo parlors, prostitues. A real Sailor town. It's all modernized now. The gaslamp district wasn't there... no light rail service... everything from Broadway pier to the Naval Station alonhg Harbor drive was a ghetto.
